St. Cloud Considering Implementing Downtown Business Improvement District

(KNSI) – An informational session is planned for next week on setting up a Business Improvement District in downtown St. Cloud.

The meeting is being organized by the Greater St. Cloud Development Corporation and the Downtown Task Force, headed by Greg Winfeldt. He says the BID would have greater authority than what is currently in place.

“The BID, or the Business Improvement District, is actually a legal entity outside of the city. It does become a taxing authority. Its role is to provide enhanced services to downtown to try and bring more people into downtown.”

Winfeldt explains where the BID would provide services for. “The first tier is more of the central business district on the west side of the river, essentially from the river to the library. And then on the south, it will include the new Bremmer Building, the Fifth Avenue Live area. The second tier would be looking at East St. Germain.”

This is just a preliminary meeting. The idea needs approval from area stakeholders, the city, and the state government before implementation. Winfeldt says the process should be wrapped up by the end of the year.

Winfeldt says the concept is already in place in most major cities. He says the Downtown Task Force toured Fargo, North Dakota, to learn more about how they have theirs set up and the different types of services it offers, including cleaning and some event planning.
